Seasia used a modified form of the Custom Development Methodology (CDM) to develop CPS's high visibility project. The constraint in time did not favor information acquisition in a traditional manner; so help was obtained from two other vendors who had similar off-the-shelf systems, to explain the functionality. Additionally, Seasia hired and worked with a web design firm to design the graphics and layout and a technical writer to create the documentation. This rapid development effort yielded over 100 bug-free dynamically generated web pages in less than two months of development time. The system involved creation of a project in one of two ways (a wizard view, and an outline view), adding tasks, quizzes, and activities to those projects (including the ability to upload any kind of document they wanted into the system), a messaging center for communication between teachers and students, a library where teachers could store resources documents, images, web links, an administration center where teachers could create classes and groups of students, and a submission wizard to allow students to submit their work to these projects. Seasia's detailed knowledge of Oracle and web development, combined with prior experience allowed Seasia to have this system ready for teacher training prior to the beginning of the school year.

Using an advanced methodology, relying on its experience, and working extra hard allowed Seasia to develop a modular approach by which a screen was taken from design to database and made dynamic (all navigation, inserts, updates, deletes, etc.) in less than 4 hours. The system was tested by 6000 students in 30 schools. Its success launched the application system wide to 450,000 students in 600 schools
