IT staff constantly had to deal with the frustration of compartmentalized databases on inflexible architectures. The department was overwhelmed by questions from the Legislature, the Governor's Office and other policy groups. Each request for information, regardless of size, required an IT employee to add the query to a queue for an overnight batch run by the mainframe computer. Often a request for information could take several people more than a week to generate. This inflexible process stripped the employees of the power they needed to be responsive.
