In addition to managing new lien registrations, the UCC division provides search results to customers
requesting debtor and secured party lien information. The division needed a robust database solution
to help the Secretary of State organize some 600,000 separate liens based on a large number of
parameters.

The UCC solution is an image-enabled Oracle-based system that provides workflow processes for
the filing of all types of liens managed by the division. The process starts by receiving and
scanning lien documents using File Net software. Using optical character recognition, the
scanning process inserts a queue log of the scanned documents into the Oracle side of the UCC
application. Designated filing officers then use the filing screens of the UCC application
to process the documents in the queue by reviewing each one and entering the relevant
information into Oracle tables. To help retrieve files in the system, Seasia created a
powerful search engine that allows active liens to be accessed and viewed by any of the
parameters via the Internet.
